Carrie Hensel discusses Inner Circle Media's staffing model in which they have the employees manage and meet with customers and, they also do some back-end coding.

As business increases they outsource more of the back-end work by contracting it out. Contracting allows a business to adjust its workforce to meet business demands. The alternative would be to hire more people and run the risk of having to lay them off if work declines.

Another option to contracting locally would be to off shore the work. However, with off shoring, you tend loose control, in spite of having “tightly” specified requirements. Bill Michels article: Analyzing Global Sourcing brings up some good points about the benefits and risks of off shoring.
